Every year, Dr. James P. Lucier, the Monroe Foundation's own Senior Fellow and his wife, Mrs. Mary Grace Lucier in conjunction with the Education committee devise a topic for the annual James Monroe Scholarship Award. The contributions by Monroe to his country provide a fertile field for this effort.

      In 2004, the Education Committee, led by Dr. Lucier, moved back the start date of the competition to September 1, adding four months of time for participating students.
